No dia 25 de Abril de 1975, realizaram-se as primeiras eleições livres para a Assembleia Constituinte. Na sequência dos trabalhos desta Assembleia, foi elaborada uma nova Constituição, que estabelecia uma democracia pluralista. A Constituição de 1976 definiu o Tribunal de Contas como um Tribunal financeiro integrado no aparelho judiciário, dotando-o de real independência. The first free elections for the Constituent Assembly took place on 25th April 1975. As a result of the work of this Assembly, a new Constitution was drafted, which established a plural democracy. The 1976 Constitution defined the Tribunal de Contas as a financial Court integrated in the judiciary system, vesting it with real independence.

A opção europeia definida pelo I Governo Constitucional presidido por Mário Soares concretizou-se na adesão de Portugal às Comunidades em 12 de Junho de 1985, iniciando um período de investimentos em infra-estruturas e no desenvolvimento e modernização do País, graças à utilização dos instrumentos de coesão económica e social.		The european option defined by the First Constitutional Government presided by Mário Soares, led to the accession of Portugal to the Communities on the 12th of July, 1985. It was the beginning of a period of investments in infrastructures and in the development and modernization of the country, thanks to the economic and social cohesion instruments available.
