The genesis of the parliamentary governments was a period of convulsions that shook the European monarchic and absolutist systems.
The Glorious Revolution of 1688, the Independence of the United States in 1776 and the French Revolution in 1789, consecrated the principles of equality, citizen's rights, and the separation between the legislative, executive and judicial power.
Liberal revolutions ensued in Europe and throughout America.
The Tribunal de Contas and similar institutions appeared as a result of this context. |
