A partir da década de 60 ganharam expressão objectivos de índole social. No entanto, o início da Guerra Colonial, a necessidade de dispensar recursos nos investimentos em África, as crises estudantis, os fluxos migratórios para a Europa e o mal-estar social, determinaram a crise do regime.

From the sixties onwards the social projects became more important. Nevertheless, the beginning of the Colonial War, the need to spend resources in investments in Africa, the academic crises, the migratory flows to Europe and the social
dissatisfaction, plunged the regime into a crisis.
