The V Conference EUROSAI/OLACEFS was hosted by the Tribunal
de Contas (Court of Auditors) of Portugal, in Lisboa, on 9-12 May 2007.

The Conference took place in the former Session Hall of
Tribunal de Contas, in an 18th century building of historical interest
(represented in our logo), situated in a square (Praça do Comércio, in
Lisboa) in the very heart of the town, close to the estuary of the River
Tagus.

The official inauguration of the Conference was presided by
His Excellency the President of the Portuguese Assembleia da República,
Jaime José Matos da Gama.

The President of the Governing Board of the SAI’s
Organization of the Community of the Portuguese Speaking Countries was
invited to attend the Conference as an Observer.

The
general theme of the Conference and the sub themes were the following:
GENERAL
THEME:
Fiscal sustainability, presentation of accounts and accountability

SUBTHEMES:
In this sub
theme several issues were raised, such as transparency about budgetary risks and
consolidation, new methods of presentation of accounts and how to reinforce
accountability and make it effective.
In this
working session the role of SAIs, in particular of their
recommendations, was discussed in the context of the fiscal sustainability of modern State.
A discussion of questions and the exchange of experiences with a broad level
of participation took place.
The Tribunal de
Contas (Court of Auditors) of Portugal invited the Governor of Bank of Portugal,
Vitor Constâncio, to give a lecture on this theme. In the context of this, there
was a reflection and a debate on the main issues related to fiscal
sustainability nowadays and the challenges for the future. The Comptroller and
Auditor-General of The United Kingdom presented a set of challenges for the SAIs
in this context.
The Conclusions and and Recommendations of the Conference
were presented in the closing session(cf. the web page of the Conference).
In this Conference the theme “public debt” was not dealt, due to the fact that
it will be discussed in the next INCOSAI (2007).
